Today, youth centres were opened in the city of Noyemberyan in Tavush Region, in Hrazdan, the administrative centre of Kotayk Region, and in the village of Aghavnadzor in Tsaghkadzor municipality.

The youth centres were established by the RA ESCS Ministry in cooperation with local self-government bodies and civil society organizations.

The opening ceremony of the centres was attended by ESCS Minister Zhanna Andreasyan, Deputy Minister Arthur Martirosyan, Deputy Minister of Territorial Administration and Infrastructure Avetik Darbinyan; as well as representatives of local self-government bodies and civil society. The series of events commenced in Noyemberyan community of Tavush Region with the opening of the “Loft Noyemberyan” Youth Centre.

Minister Zhanna Andreasyan congratulated those in attendance on the opening of the centre, emphasizing in particular: “The opening of another youth centre reflects the state's consistent policy. We intend to create environments for youth development, entertainment, exchange of ideas, and spaces to organize training courses in all communities. I think each center is better than the last․ I am certain that visitors will be eager to return to this space.

Youth policy in our country truly has enormous potential: we are convinced that the foundations for young people's success can also be laid in centres where they are free to express their thoughts and ideas and to explore ways to put them into practice.

The Minister expressed her gratitude to all partner organizations, emphasizing that the centers’ success is the direct result of efficient cooperation.

ESCS Deputy Minister Arthur Martirosyan, also delivered a speech, expressing his gratitude to his colleagues for their valuable collaboration. He specifically referred to the guidelines for the operation of the youth environment approved by the ESCS Minister’s order, which outline in detail the state's expectations from the youth center. He emphasized that it is important to have a participatory process, establishing in the centres an environment for the development of creative potential, active citizenship, self-expression and intellectual leisure.

The opening of the Noyemberyan Youth Centre was also attended by the Deputy Governor of Tavush Region of the Republic of Armenia Narek Ghushyan, the Head of Noyemberyan Community Arsen Aghababyan, and other officials.

Next, ESCS Minister Zhanna Andreyasyan, and Deputy Minister Arthur Martirosyan, Deputy Minister of Territorial Administration and Infrastructure Avetik Darbinyan also participated in the opening events of the “Hrazdan” and the “Alternative” youth centres in Aghavnadzor.

Officials toured the youth centres and familiarized themselves with the conditions in place: they were presented with the programs for the events planned for 2026.

The opening of the youth centres in Hrazdan and Tsaghkadzor was attended by Deputy Governor of Kotayk Region Vasak Vardanyan, Head of Hrazdan Municipality Sevak Mikayelyan, and Head of Tsaghkadzor Municipality Narek Harutyunyan.

As part of the opening of youth centres, trilateral memoranda were also signed between the MoESCS, the local self-government bodies and a civil society organization. Accordingly, in Noyemberyan the memorandum was signed by ESCS Minister Zhanna Andreasyan, Head of community Arsen Aghababyan, and Director of the “Loft” Pan-Armenian NGO for Education, Culture and Youth Development Arevik Hambardzumyan. In Hrazdan, the memorandum was signed by Zhanna Andreasyan, Head of community Sevak Mikaelyan, president of the “Hayi Bruntsk” youth and cultural NGO Garik Aghasyan, and in Aghavnadzor - the ESCS Minister, Head of community Narek Harutyunyan, and president of the “Armenian Progressive Youth” NGO Grigor Yeritsyan.

Note that youth centers also operate in the cities of Meghri and Kapan in Syunik region, in the settlement of Verishen, in the cities of Ijevan and Dilijan in Tavush region, in the city of Aparan in Aragatsotn region, in the city of Chambarak in Gegharkunik region, in the settlement of Tsovagyugh, in the city of Ararat in Ararat region, and in the settlement of Akhuryan in Shirak region.

The activities of youth environments established in communities aim to reveal the creative potential of young people aged 13-35, foster their skills and active citizenship, organize intellectual leisure activities, and raising awareness about existing opportunities.
